Outline:© 2015 Elsevier Ltd. Prior research has found that both mass and social media can play an influential role in post-disaster recovery. In particular, media information has been found to encourage people to support the recovery efforts. However, the mechanisms underlying this process have not been thoroughly investigated. Such knowledge is essential for both governments and non-governmental organisations so that they may apply these findings in post-disaster recovery. Thus, the purpose of this paper is to conduct an in-depth investigation on how mass and social media can influence people's perceptions of a disaster and their behavioural intentions with respect to post-disaster recovery activities. This study uses the 2011 Great East Japan Earthquake as a case study, and employs structural equation modelling with a data set of 2047 samples collected from an original Internet survey. Through the lens of cultivation theory, we find that mass and social media can play different roles and exert different influences on people's perceptions of the disaster. Mass media, specifically television is found to be the most influential, especially on those not directly affected by the disaster. Social media, on the other hand, although with a much weaker effect, can resonate more with those who were directly affected. Further, a positive perception of strong bonds in families and society as a result of media exposure is found to be the most effective in increasing the intention to participate in activities related to recovery such as boosting civic communications, taking altruistic actions and preparing for future disasters. The findings have implications for post-disaster recovery, in that they can provide a roadmap on how information via mass and social media can be used to motivate and connect the general public and the disaster victims.

Outline:In recent years, it has been observed that many internet users engage in so-called "multi-task usage" or accessing the Internet while doing something else such as watching TV, or listening to the radio or music. This phenomenon is of particular interest for the way in which time is used concurrently for different tasks but it is difficult to estimate the benefit derived from this activity by using an ordinary maximizing utility framework under budget constraints including time allocation. In this study, we consider the "multi-task usage" of the Internet as a "new service" which becomes available because of new developments in technology. We used methods of evaluating a consumer surplus when there is a new product or service in the market. Based on the data available, our estimate indicates that the surplus amounts to about JPY 3,500 a day for an average user and that this can be greater within the current smart phone usage environment.

Outline:This paper outlines a proposal for a new framework for the provision of a universal service aimed at solving the various issues inherent in community informatization, and goes on to look at the advantages and disadvantages of the proposed framework and review its feasibility. In order to ensure that telecommunications services are universally accessible, in less favored areas, a universal service is currently provided for analog landline telephones by using a universal service fund system to supplement a portion of the costs of the qualified telecommunications carriers. With the development of optical networks, optical IP phones have also been included as a technology for which universal service is provided, but at the same time dependence on landline phones is decreasing due to the popularity and convenience of cell-phones. As this is accompanied by developments such as the fact that almost 100% of Japanese households now have broadband access, there is a pressing need for radical review of the system from a technical perspective. Additionally, given that consumers organizations and other bodies strongly oppose the fact that carriers pass on the burden of their universal service fund contributions so that the full amount of contributions is shared among telephone number users, it is also necessary to reconsider the approach to how cost burdens are shared. At the same time, while 2.5 GHz band regional Broadband Wireless Access (BWA) has been made available for providing broadband in rural areas, its level of usage is low and ensuring its utilization is a matter of urgency. This paper will deal with these issues collectively, and propose a framework for maintaining and developing community informatization.

Outline:The aim of this paper is to investigate the effects of the use of new and traditional media in post-disaster recovery after the Great East Japan Earthquake using data collected from the disaster area in March 2013. This study found that the use of both new (Web 2.0 applications) and traditional (informative television programmes) media can create some positive but indirect effects on the development of social capital elements that are critical for post-disaster recovery such as bonding trust, bridging networks and civic participation. These effects are mediated by online civic participation, which itself can be encouraged by the complementary use of television and Web 2.0 applications. By showing the effects and the mechanisms of the use of media on social capital development, the findings have some important implications for researchers as well as authorities and NGOs that are working on post-disaster recovery.

Outline:As the smartphone market grows rapidly, communication via smartphones is getting more popular and widespread in the world. Among others, use of mobile based Social Networking Services (SNS) has become a major communication method even with mobile phones. Especially, the Twitter, 140 character text-based SNS, well matches with the smartphone characteristics of instant Internet access with limited bandwidth, thus being the center of mobile based SNS usage especially by the young generation in East Asian metropolises such as Seoul and Tokyo. This paper explores the influence of smartphonebased Twitter usage by these young consumers through their smartphones on their social and interpersonal relations. It analyzes how the usage affects the relationships among college students by applying a cause-effect model with several latent factors, namely the usage of mobilebased Twitter, social network building, individual factors and social influence, which are composed of several observable variables. A structural equation model successfully visualized the correlations among the latent and observable variables. The result shows that the usage of smartphone-based Twitter in the young generation in Seoul and Tokyo has a limited influence on the social and interpersonal relationships in real life, and that persons having expertise have more social influence than celebrities having more Twitter followers.

Outline:© 2016 Elsevier Ltd Smart wearable devices offer much potential to assist citizens in disasters. To the general public, however, using these devices for disaster applications is still a novel concept. In disasters, most people are reluctant to rely on unfamiliar technologies. Thus, for these devices to become truly useful in disasters, it is important to understand factors that affect their acceptance by the public. Previous studies show that perceived usefulness is a clear antecedent of people's acceptance of smart wearable devices. However, the underlying factors that affect perceived usefulness itself are not clearly known. Thus, the aim of this study is to fill this gap, and by doing so, to derive some practical implications for solution developers and governments. This study used structural equation modelling to analyse survey data collected from 647 respondents in Japan. We found that the respondents’ perceived usefulness of the current applications of smart wearable devices was a strong predictor of their perceived usefulness of using these devices for disaster applications. Although indirect factors such as the ownership of ICT gadgets and the usage of social media also had some influences, most of their effects were mediated through increasing the respondents’ perceived usefulness of the current applications. In other words, through appreciating the functions of the current applications of smart wearable devices, people can visualise the usefulness of these devices in disaster situations. That being said, we found that in parallel, people also had concerns on the privacy issues of these devices. These findings shed light on the promotion and development of this fast growing technology for disaster applications.

This article examines the relations between media information and collective resilience-collective solidarity behaviours that emerge from a crowd-in a disaster. It uses the crisis of stranded commuters in Tokyo during the 2011 Great East Japan Earthquake as a case study with data collected from an original survey. Using a cluster analysis and a multinomial logistic regression, it is found that media information is positively related to the characteristics of collective resilience, such as shared identity and mutual help. Specifically, among those who felt threatened by the disaster, people who had received more information from media, particularly from social media and mobile telephones, were more likely to display higher levels of these characteristics. It is contended that this is because media information can help people to feel more empowered and, thus, more willing to interact with and help others.

Research Results Outline: グローバルネットワーク時代におけるわが国の情報通信産業について、技術革新および市場構造変化が著しい産業の特質をあきらかにすることにより、公正競争のあ グローバルネットワーク時代におけるわが国の情報通信産業について、技術革新および市場構造変化が著しい産業の特質をあきらかにすることにより、公正競争のあり方、さらには産業発展を通じた国際競争力の強化を達成するための政策の方向性を提示することを目的とす... グローバルネットワーク時代におけるわが国の情報通信産業について、技術革新および市場構造変化が著しい産業の特質をあきらかにすることにより、公正競争のあり方、さらには産業発展を通じた国際競争力の強化を達成するための政策の方向性を提示することを目的とする。市場環境が急速に変化するなかで、当初の予定通り、以下の3点について研究を進めたが、特に、2.について重点的に研究を進めた。また、これと並行して、災害等において、情報通信の有効活用に向けた政策支援の枠組みについて検討を加え、新たな研究の方向性を見出した。1. 利用者の選好からみた携帯電話サービス市場の特質の解明 情報通信市場においては、スマートフォンをはじめとした新たなサービスが台頭しており、固定および移動といった従来の分類が急速に変化し、技術の融合が生じている。その変化は携帯電話サービス市場において顕著であるため、まずサービスの利用面における分析をおこない、利用者の選好からみた市場の特質をあきらかにした。2. 供給者のビジネスモデル等の分析を通じた市場構造の検討 供給者においては、技術の急速な変化に対応した新しいサービスの提供によって市場への影響力を維持するとともに、消費者の選好の変化にも対応しなければならない。端末、通信ネットワーク、プラットフォーム、コンテンツ等、携帯電話サービスに関するすべてのレイヤーにおける供給者のビジネスモデルを精査することによって、今後の企業戦略等を精査し、供給側からみた情報通信市場の構造変化をあきらかにした。3.携帯電話サービス市場における競争政策の妥当性の検証 把握された市場構造をもとに現在の競争政策の妥当性を検証し、ガラパゴスと揶揄された我が国携帯電話サービス市場を主たる対象に、国際競争力確保に向けた、技術融合時代における望ましい情報通信政策の在り方について提言を行う。 研究成果については、すでに国内外の学会で報告を行っており、関連学術誌に投稿している。

ICTライフライン構築のための政策研究―経済効率性と持続可能性―

Research Results Outline:本研究では、災害時に機能し、国民の安全・安心に貢献しうるライフラインとしてのICT(Information and Communications Te本研究では、災害時に機能し、国民の安全・安心に貢献しうるライフラインとしてのICT(Information and Communications Technology)サービスについて、利用者便益と費用負担の視点から、その構築および継続的提供に資す...本研究では、災害時に機能し、国民の安全・安心に貢献しうるライフラインとしてのICT(Information and Communications Technology)サービスについて、利用者便益と費用負担の視点から、その構築および継続的提供に資する政策的処方箋を導出し、新しいユニバーサルサービス実現に向けた提言を行うことを目的とした。ライフラインとして機能するICT サービスが、平時におけるサービスを前提としたユニバーサルサービスと比較し、どのように異なるかについて分析したところ、災害時に機能しうるICTライフラインの構成要件として以下の2 点が重要であった。① 頑健性 代替手段の確保可能性においてインフラに求められる水準② 有用性 災害時の救助及び支援、災害後の生活において求められるサービス内容そのため、本助成費による研究では、これらのうち、後者について重点的に研究を行った。より具体的には、2011年3月11日に起きた東日本大震災後の復旧・復興活動において、テレビを中心とするメディアと情報通信技術(ICT)とがどのような役割を果たしたかについて、民間放送連盟研究所との共同調査に基づきデータを収集し統計的な解析を行った結果、以下の2点が明らかとなった。1)オンラインによる市民参加が、メディアおよびICTと、ソーシャル・キャピタルと呼ばれる無形の人間関係資本との間の関係から惹起されていることが示される。すなわち、メディアによって人々の震災に対する関心が引き出されると同時に、ICTがその関心を表現するための有効な手段を提供し、オンラインによる市民参加の水準を上げ、結果的にオフラインのソーシャル・キャピタルの形成に正の効果をもたらす。統計的な分析を通じて、SNSのようなICTおよびテレビを代表とするメディアはオンラインによる市民参加を促進し、その結果、ボランティアなどのオフラインの市民参加に正の効果を与えることが示された。伝統的なメディアであるTVと、新しいコミュニケーション手段であるSNSなどの活用の重要性が示唆された。2)メディア情報が人々に如何に受容されて実際の行動に影響を与えたか、更に今後の行動意図に如何に影響を与えるかについて、特にこれらの相関関係を分析モデルに、メディア利用度やメディア信頼度、震災ダメージといった要因を加えて、メディア情報の培養効果に焦点を当てて検討する。分析の結果、メディア利用度、メディア信頼度、震災ダメージは、メディア情報に培養効果をもたらす要因であることがわかった。メディア利用度は主流効果で、震災ダメージは共鳴効果で、メディア情報が培養されて人々に影響を与えていると考えられる。なお、共分散構造分析の結果から、復興時に人々が認知したメディア情報は「絆」、「心配」、「不安」で構成されており、このメディア情報は実際行動と今後の行動意図に正の関係で影響を与えることがわかった。研究成果については、すでに国内外の学会で報告を行っており、関連学術誌に投稿している。今後は、先進的な自治体と共同で、災害時の安心・安全の確保に高い効果があるビッグデータを用いたICT サービスの活用を念頭に、個人情報保護などの法的側面についても問題点を検討し、合意形成に向けた政策提言を行いたい。

Research Results Outline: 情報通信サービスの提供において、導入の要請が高まりつつある定額料金制を経済効率性の観点から評価した。定額料金制は、経済学的な観点からは必ずしも効率的 情報通信サービスの提供において、導入の要請が高まりつつある定額料金制を経済効率性の観点から評価した。定額料金制は、経済学的な観点からは必ずしも効率的とはいえないが、利用者から好まれていることは事実である。本論文ではまず、利用者が定額料金制を好む一... 情報通信サービスの提供において、導入の要請が高まりつつある定額料金制を経済効率性の観点から評価した。定額料金制は、経済学的な観点からは必ずしも効率的とはいえないが、利用者から好まれていることは事実である。本論文ではまず、利用者が定額料金制を好む一般的な理由を、4つのバイアス(偏向)すなわち、(1)低廉化バイアス;(2)リスク回避バイアス;(3)料金徴収抵抗バイアス;(4)自由財バイアス、として考察した。これら以外に、より本源的に定額料金制が好まれる理由が潜んでいる。それは、余剰(便益)の分配的側面である。そこで、これらのバイアスを含まない情報通信市場モデルに基づき、定額料金制の導入が当該通信市場にどのような影響を与えるかを考察した。独占的供給者が提供する対話型の通信サービスにおいて、利潤最大化および総余剰最大化における最適二部料金をもとに、定額料金制を導入したときの料金水準、および総通信量、企業利潤、消費者余剰、総余剰への影響を数値例によって示した。得られた知見を要約すると以下の通りとなる。・ 定額制の導入は消費者の厚生を大幅に改善し、通信量も増加する。・ 反面、企業の収支は悪化するため、フィージビリティは低い。・ 総余剰には大きな変化はないが、その構成は大きく異なり、最適二部料金の場合に比べ、圧倒的に消費者余剰は増大する。・ 料金の最適性を維持して定額制を導入する場合には、加入者数の減少は免れえない。・ 可変費用と固定費用からなる費用構造のもとでは、利潤最大化を達成する安定な加入者集合が存在しない場合がある。すなわち企業が利潤最大化行動をとっている場合には、定額制導入の負の影響は企業にとって顕著である。・ 規制等によって総余剰最大化規準に従っている場合には、経済学的な効率性の低下はそれほど大きくない。すなわち総余剰最大化のもとでは、定額制を導入しても大きな影響はない。・ 定額料金制に対するバイアスがなくても、利用者の定額料金制志向は不変である。
