While human security co...This project investigated the current standing and relevanceof the human security doctrine. While human security continues to be aregularly used framework in Japanese academia and foreign policy, it hasstruggled to receive the same amount of acceptance and uptake within the UNsystem and by other states. Noting the enduring value of human security’s basicintervention – placing people as the referent of security – the project consideredin more detail what the ‘human’ in human security means. People are vulnerable,dependent creatures that are at risk of harm, pain and death, and this hasconsequences for how we understand security. From this minimal foundation, itis possible to develop a stronger understanding of human vulnerability as alived condition, something we all experience and are exposed to, albeit todiffering degrees. The project developed the idea of focusing on vulnerability asproviding a valuable route towards developing a more robust conception of humansecurity, one that offers insight into the way conditions of insecurity arecreated, exacerbated and may potentially be reduced. A paper from the projectwas presented at the International Studies Association Asia-Pacific conference,City University of Hong Kong, June 2016.
研究成果概要：This project sought to explore how the core principles andvalues of the liberal international order that has develo...This project sought to explore how the core principles andvalues of the liberal international order that has developed since 1945, andexpanded after 1989, are now being challenged and potentially eroded. One keypart of this liberal order has been the notion of democracy as a better form ofgovernment and capable of providing important goods, such as peace andprosperity. Another feature has been the rise of human rights and the proposalthat in certain cases force should be used to protect civilians. This projectreflected on these aspects, identifying the way that liberal values were often underminedby inconsistent practices and a mistaken sense of virtue, as well as excessiveconfidence about what the use of force can achieve. Outcomes from the projectincluded presenting papers at the National University of Singapore and theLondon School of Economics, and articles published in the journals, ‘Perspectiveson Politics’ and ‘Political Studies Review’, as well as laying the groundworkfor future funding applications and a larger book project.
