Research Results Outline: まず、日本における近年の分権改革の文脈における「補完性原則」の援用の模様を、経済界、政界、官界の諸領域においてフォローを行い、特に、2001年の地方 まず、日本における近年の分権改革の文脈における「補完性原則」の援用の模様を、経済界、政界、官界の諸領域においてフォローを行い、特に、2001年の地方分権推進委員会中間報告以降の政府関係文書における「補完性原則」の用いられ方に着目した。そこでの同原... まず、日本における近年の分権改革の文脈における「補完性原則」の援用の模様を、経済界、政界、官界の諸領域においてフォローを行い、特に、2001年の地方分権推進委員会中間報告以降の政府関係文書における「補完性原則」の用いられ方に着目した。そこでの同原則の援用に対する学界での批判論をサーベイし、特に断固した批判論においては反福祉国家・新自由主義のイデオロギーであるとの批判もある。しかし、欧米特にドイツにおける分厚い学問的蓄積を踏まえれば、それはやや一面的に過ぎる把握であり、「補完性原則」の概念は、より慎重な考究を要する概念であるという認識のもと、主にドイツの近年の地方自治論における「補完性」概念・原則の検討を進めてきた。
